Abstract:This article discusses the problems that confronted the Lesotho Fund for Community Development during the first three years of its existence, July 2000 to September 2003. These included the difficulty of developing an independent identity to dissociate itself from past failures, inability to use local development/government structures to process requests for funding and to implement community projects, difficulties in piloting and testing operational procedures, inadequate staff complement, as well as the disjunction between the design and implementation of the project. The problems made it difficult for the Lesotho Fund for Community Development to become fully effective in achieving its objective of facilitating community participation. Although varied, these difficulties can be linked to one major cause, namely an apparent lack of political will to institutionalize participatory development. Bibliogr., sum. [Journal abstract]
