Abstract:This article analyses and discusses, from a historical point of view, the main characteristics of the debate concerning the land question and the current initiatives of land reform in southern Africa. In particular it considers the following issues: the question of access to land (and specifically the debate about private property and communal tenure) in relation to the broader question of the development of rural communities; the debate about possible transformations of land rights, land tenure and land markets; the relation, in the context of the development discourse, between land reform programmes, governance of land, and the need to improve the citizenship rights of rural people and alleviate poverty by empowering local people to participate in the development process.
