Abstract:Both the European Union (EU) and the US are currently pursuing trade agreements with weak economies, quite separate from the negotiations in the context of the WTO. The approaches of the EU and the US differ, but their goals seem to be similar: maximizing trade dominance. Focusing on agriculture, this paper compares the EU's negotiations for Economic Partnership Agreements (EPAs) with southern Africa with US negotiations for a free trade agreement with the Southern African Customs Union (SACU). The first section provides background on the consequences of the neoliberal policies that have been forced on Africa since 1980, the importance of trade with Africa to the EU and the US, and the policies they are now pursuing. Section 2 discusses the current barriers to agricultural trade set up by the EU and US, in spite of highly publicized trade initiatives. Section 3 examines how barriers to escaping agricultural dependence remain for southern Africa. The conclusion discusses the way forward. Bibliogr., notes, sum. [ASC Leiden abstract]
