Abstract:School governance and management are interwoven elements in the process that is aimed at enabling schools to provide effective and efficient education. However, such provision requires clear policies and the generation, distribution and utilization of resources in an accountable, equitable and effective manner. In schools that provide education for learners with special education needs, the school governing bodies (SGB) should also serve as a participating mechanism for planning and monitoring educational provision to ensure that the schools provide the most enabling environment for learners with special education needs. Over the past decade the South African Department of Education has developed a range of policies and legislation in order to refine governance and management of public schools. This article compares two different strategies in which public schools that provide education for learners with special education needs (ELSEN schools) or public special schools are governed in the Western Cape. One school is a well-resourced school for the epileptic and specific learning disabilities, the other a disadvantaged, poor school for the physically disabled. The study focuses on how the SGBs of these schools are structured, how they function in terms of the regulations provided in the Schools Act, and the system of school governance of the ELSEN in the Western Cape Education Department.
