Abstract:This article notes that the security vacuum created by the inability of the Kenyan State to provide adequate security to its people has led to the proliferation of private security companies (PSCs) in the last two decades. The article examines issues and challenges in the development, growth and operations of PSCs, in the context of Kenya's political and socioeconomic environment, looking at policies and legal framework relating to PSCs, their location and operational facilities, terms of employment, education and training, arming the PSCs, and community policing. It concludes that lack of policies and regulation to guide the registration and operations of the PSCs is in itself a threat to security. Bibliogr., notes, ref. [ASC Leiden abstract]
