| Abstract: | Given the intensity and sensitivity of the conflict in South Sudan, it has been a common attitude of the international community to overlook certain local conflict settings. This paper focuses on a conflict that existed (and may still exist) between the Dinka and the Nuer. It analyses the political elements that contributed to the split between the two groups and to the fighting among the leaders of the Sudan People's Liberation Army (SPLA - with the Sudan People's Liberation Movement, SPLM, as its political wing), notably in 1991, at which point the result was a deep militarization of Dinka and Nuer societies and the politicization of their local ethnic identities. The paper shows that, in spite of their fighting, there have always been elements that interconnected both peoples. It also pays attention to local peace initiatives; the way in which development assistance worsened and prolonged the conflict; and prospects for peace, including the 2005 Comprehensive Peace Agreement. Unfortunately, this agreement was developed by the international community, which opted for the quickest option, which does not necessarily represent the will of the ordinary Sudanese people.
