Abstract: | The changing nature of international conflict has caused an expanded threat situation on the African continent, leading to inconsistencies in policy and practice in both the 'South African White Paper on Defence' (1996) and the 'White Paper on Participation in International Peace Missions' (1999). Despite the inconsistencies encountered in policy regulations and practices, the South African National Defence Force (SANDF) is extensively deployed in peace missions in Africa, both to ensure regional security and to prevent the spilling over of conflict into South Africa, i.e. to serve the national interest. Ending African conflicts is seen as an important goal of South Africa's foreign policy, and therefore its participation in peacekeeping efforts is a priority. South Africa is compiling the necessary policies and concomitant practices to support its commitment to Africa, in conjunction with the continental African Standby Force (ASF), under the auspices of the African Union. These policy updates, evaluations and refinements, as well as the honing of processes and procedures, remain an immediate challenge. Bibliogr., sum. [ASC Leiden abstract] |
