Abstract:Local governance and decentralization are policy instruments commonly advocated for improving basic service provision and acceleration of widespread social development. While there are solid theoretical arguments to support this proposition, the empirical evidence often does not. The gap between the policy objectives of decentralization and the outcome of service delivery is attributed to local governments' lack of human, financial and technical resources, and greater propensity to corruption and elite capture.
