Abstract: | This article examines specific transformatory local government developments in South Africa from 1652 to the present. A brief historical overview is followed by a discussion of local government and the policy of separate development under the former National Party (1948-1993), the role of Black local authorities and Indian and Coloured Management Committees, the transformation of local government since 1993, with the adoption of the Local Government Transition Act 209, the development of local government since 1998 after the publication of the White Paper on Local Government, and the final phase of the restructured local government post-2000. This phase is characterized by developmental local government or local government committed to working with all citizens and groups within the community to find sustainable ways to meet their social, economic and material needs and to improve the quality of life of local communities.
