Abstract: | Whereas there is a law criminalizing torture in Cameroon, practice seems to suggest that its implementation has not deterred torturers and that torture continues to persist. The author examines the measures Cameroon has taken to implement its obligations under articles 3 and 4 of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT). He notes that although there are some differences between the definition of torture under CAT and that under the Penal Code of Cameroon, the Committee against Torture has not criticized the definition of torture in the Penal Code. He also examines the manner in which the 2007 Criminal Procedure Code provision relating to extradition could be implemented in cases where the extradited person could be subjected to torture.
