Abstract: | The African Charter for Values and Principles of Public Service and Administration is a major initiative of the African Conference of Ministers of Public/Civil Service (CAMPS). It seeks to address the socioeconomic, political and other development challenges facing the continent and is the framework of action for realizing CAMPS' long-term strategy, which is underpinned by the New Public Management approach which promotes a management culture emphasizing the centrality of the citizen or customer, and accountability of results. The present author identifies the human and institutional capacity, as well as the leadership and management capabilities, required for implementing the Charter. She proposes a systematic approach to developing leaders able to plan and implement the Charter. Bibliogr., sum. [ASC Leiden abstract] |
