Abstract:The papers in this volume were presented at the 2009 conference on Governance and Smallholder Agriculture in Southern Africa organised in Cape Town (South Africa). Investment, productivity and growth concerns feature prominently in the first part of the book. Governance is a cross-cutting theme in the second section. Governance is not restricted to arguments for clean and transparent management of public resources, but defined in terms of a bottom-up approach. It is argued that governance and political decisionmaking about the allocation of resources could transform the smallholder agricultural landscape in southern Africa when a shift is made from the current centralised policy-making and resource allocation to a system of governance in which smallholder farmers through their associations set agricultural development priorities.
