| Abstract: | First volume of a two-volume publication which evaluates the MTUU (Mpango wa Tanzania/UNICEF/UNESCO, or Tanzania/UNICEF/UNESCO Primary Education Reform Project). This volume, which contains contributions by different authors, gives an account of the projects within the MTUU. They include teacher reorientation, curriculum reform, book production and publishing, teacher education reform, development of community schools and initial training and upgrading of change-agents. The volume is divided in five parts: I Policy and practice of education in Tanzania; II MTUU administration, organisation and services, III MTUU as a change-agent, IV Experimentation and evaluation, and V Appendices. The appendices include, amongst others, the texts of the 'Agreement between the United Nations Children's Fund and the government of Tanganyika' (signed in 1962 and 1963) and the 'Plan of operations for primary education reform in the United Republic of Tanzania (mainland)' of 1969, as well as addenda to the Plan.
