Abstract:	This study shows how the colonial treasury and fiscal planners created and sustained a policy of balance/surplus budget from 1940 to1960 in Nigeria. The study places the fiscal operations of the government in colonial Nigeria during the period in historical perspective and offers an analysis of the structure and relationships of the revenue and expenditure of the government within the context of a dependent economy. The approach adopted is at once historical and analytical showing how colonial fiscal policies of the deliberate diminution of public expenditure helped to sustain a trend in fiscal balance even when that affected investment in the critical areas of infrastructure development and promoted an expenditure orientation that favoured the recurrent at the expense of the capital budget.
