| Abstract: | This special dossier on Idi Amin's Uganda arises from a conference on 'Uganda in the 1970s' convened at the University of Michigan in February 2011. The articles bring a new set of political actors into view - clerks, smugglers, petitioners, councilmen, contractors - who kept records, practised persuasion, made claims, and shaped the trajectory of government bureaucracy. Newly opened materials in district and ministerial archives show Idi Amin's Uganda as a field of action, in which officials, bureaucrats and citizens used paperwork, exhortation, and other rhetorical and administrative tools to compel others to act.
