Abstract:This volume contains the papers presented at the 12th annual conference organized by Research and Education for Democracy in Tanzania, which was held in Arusha on 17-18 November 2009. The theme of the conference was 'Governance and development at the grassroots in the East African region'. A total of 25 papers were presented on the following seven subthemes: 1) governance and development, 2) local government reforms, 3) accountability and transparency, 4) role of civil society organisations and the business community in governance, 5) financing of local governments, 6) local governance and social service delivery, 7) grassroots elections.
