Abstract: | Over the last fifteen years, the Tanzanian government has implemented a huge public administration reform programme, based on decentralization by devolution (DbyD). The authors carried out a project to take stock of DbyD achievements in four selected areas and make an inventory of the way decentralization institutions in Tanzania actually work. The four areas examined include public administration and leadership, organizational and institutional management, human resources management, and service delivery managament.
