Abstract: | This study is an exploration of the underlying causes and the dynamics of the conflict between the Afar and Karrayu pastoralists in the Awash Valley of Ethiopia. The study indicates that the causes of the conflict are multiple: scarcity of natural resources, inappropriate development interventions, cattle rustling and related revenge attacks, a culture of violence, the decline of traditional institutions for conflict resolution, the political and economic marginalization of pastoralists, prejudices attributed to the pastoralist way of life, and memories of historical animosities between the Afar and Karrayu ethnic groups. Conflict resolution has proved complicated, because of the involvement of various actors with incompatible interests and needs. The author stresses a number of important issues for conflict resolution: addressing opposing interests, changing attitudes, and finding means for conflict resolution that fit within the local context, and are approved by the local people.
