Abstract: | This briefing discusses the link between the UN Human Rights Council report on Eritrea and Eritrea's wider geopolitical position in the Horn, which is tied in multiple ways to its relationship with Ethiopia. It interrogates the narratives of oppression in relation to Eritrea and how those feed into a wider conceptualisation that regards Eritrea as the main source of instability in the Horn.
