Abstract: | The question to which this report is addressed is that of whether there are alternative solutions to the problems the Government of the Republic hopes to solve through the 'consolidation of Kwazulu'. Consolidation in the meaning if addition of land can not be starting point. The starting point must be the emergence, at least in principle, of new legitimate and stable government institutions to govern the relationships between the people of Natal. Contents: 1) The basic realities of Natal/Kwazulu (the system of government - the legal system - demographic patterns - education - economic activity - economic institutions - political dynamics). 2) Basic principles. 3) The Natal dispensation. |
