Abstract:The author used the case study approach to investigate the political process and to analyze the interaction between the forces of modernization and tradition in Ethiopia. The Agricultural Income Tax bill of 1967 is the focus of this study. By viewing a part of the political system through an analysis of this new income tax, it will be possible to clearly separate from the whole some major political structures and stury their functions. Eventually the balance of the book will be devoted to analyzing the role of Parliament, The Executive government, and the bureaucracy in decision making, and describing their actions in applying the new law throughout the state.
