Abstract:Tanzania finds itself in a desperate balance-of-payment situation in the early 1980s. In order to assess Tanzania's performance and to recommend remedial actions to be taken both by the country and the international community, this paper puts the following questions: 1. What are the implications of a basic needs strategy for economic structure, policies, and foreign trade? 2. What has been the performance of the Tanzanian economy with respect to meeting basic needs of the people? 3. To what extent has the persistent balance-of-trade deficit been caused by external events? What has been the international response? 4. To what extent has the balance-of-trade problem been caused by policies and events over which Tanzania has control? What has been the domestic response? 5. If Tanzania is to succeed in achieving its objective of meeting basic human needs, what actions must it take in the short and longer run in order to adjust to the structural imbalances now visible? 6. If the international community is to assist (or at least not obstruct) Tanzania in the achievement of its objectives, what actions must be taken in both the short and longer run?
