Abstract:	Examines briefly the nature and causes of Zambia's inherited inequalities, the trends in spatial development since independence, the national development plans in which policies and strategies for balanced spatial development are outlined, government's own assessment of it success or shortcomings in meeting the objectives of these plans, and reviews some of the extensive literature on the problem which has appeared over the past 15 years in academic journals and other sources aimed at explaining why spatial and other imbalances have persisted in Zambia.
