Abstract:An analysis of South African perceptions, goals, and strategy in the Namibian conflict. The study argues that, in spite of astute diplomacy and dramatic military initiatives, South African policy has been weak and irresolute. Botha has failed to stem the growing disarray in the Territory's internal politics, and has yet to establish an ultimate objective in Namibia or a coherent plan for a post-independence political structure.
