Abstract:This study essentially examines the (access) right to information by one of the means presented by nicts: the internet. without neglecting his corollary whose ontological spirit is analyzed together: freedom of expression. the whole confronted with the tendency of the congolese authorities to proceed by means of complete and recurrent blocking measures against the exercise of this right to information by congolese citizens by the aforementioned means. in addition to this, it approaches the object of its examination in a critical approach while scrutinizing the good and/or badly founded for which these limitations can be taken in accordance with the legal and legitimate conditions envisaged in the matter in order to avoid abuses of right and authority. it also recommends that beyond the initiatives to be taken to cover the lack of current status in appropriate and appropriate legal texts in relation to the issues addressed; the model 'model law for africa' that exists and is proposed for the benefit of african states by the african commission on human and peoples rights for the development of this key sector, how important nowadays.
