| Abstract: | This paper assesses the governance of funds from the 15 % share of the mining royalty destined for decentralized territorial entities based on the experience of kasai oriental. the analysis shows that mining companies fulfill their legal obligation to pay mining royalties to the dtes, but the management of these funds is not good due to the absence of local control authorities, development planning tools, ignorance of legal texts and the lack of regulatory measures. the study is a plea to all stakeholders to work towards removing obstacles to the proper management of mining royalty funds at the dte level and accelerate development from the ground up. |
